The Influence of Internal and External Factors on the Performance of Drug Management Officers at the Subulussalam City Health Center in 2011

Background

The Subulussalam City Health Center, like many other healthcare facilities in Indonesia, has been facing challenges in managing its drug inventory. In 2010, the performance of drug management at the Subulussalam City Health Center still showed unsatisfactory results. Of the five puskesmas, only three sent LPLPO (Reports on Use and Drug Requests) on time. The data sent was not accurate and valid. In addition, problems in the storage and arrangement of drugs that are not according to standard, and 109 types of drugs are found and expired. This study aims to reveal the effect of internal and external factors on the performance of drug management officers in the Subulussalam City Health Center.

Research Objectives

This study aims to investigate the effect of internal and external factors on the performance of drug management officers in the Subulussalam City Health Center. Internal factors studied include the working period, education, and knowledge of officers. While external factors include facilities and infrastructure, leadership, and supervision.

Methodology

This study used the survey explanatory method conducted in October 2011 to January 2012. All drug management officers in five Puskesmas Subulussalam City (as many as 25 people) became the population as well as samples. Data was collected through interviews using a questionnaire and analyzed by multiple linear regression tests.

Results

The results of the study showed that both internal and external factors had a significant effect on the performance of drug management officers. Officers' knowledge proved to be very dominant in influencing their performance, with a value of P = 0,000. External factors such as facilities and infrastructure (p = 0.041), leadership (p = 0.026), and supervision (p = 0.046) are also proven to have a significant influence.

Discussion

The results of this study suggest that the performance of drug management officers in the Subulussalam City Health Center is influenced by both internal and external factors. The internal factors, such as knowledge, working period, and education, play a significant role in determining the performance of drug management officers. The external factors, such as facilities and infrastructure, leadership, and supervision, also have a significant impact on the performance of drug management officers.

Conclusion

Improving the performance of drug management in the Subulussalam City Health Center has a broad positive impact. This not only improves the quality of health services for the community, but also prevents waste and losses due to damaged and expired drugs. By understanding the factors that influence the performance of drug management officers and apply the right strategy, it is expected that drug management at the Subulussalam City Health Center can run more effectively and efficiently.

Recommendations

The Subulussalam City Health Office needs to plan a regular training program to increase the knowledge of drug management officers. This training should be focused on crucial drug management aspects such as storage, arrangement, and drug procurement procedures.

Subulussalam City Health Office needs to complete the facilities and infrastructure in each puskesmas to support effective drug management. Facilities that need to be increased include drug storage space that meets standards, refrigerators to store drugs that require special temperatures, and recording systems and integrated reporting.

Subulussalam City Health Office needs to increase leadership and supervision of the performance of drug management officers in each puskesmas. Effective leadership can motivate and guide officers in carrying out their duties, while strict supervision can ensure that drug management procedures are carried out correctly and appropriately with standards.

Limitations

This study has some limitations. The study was conducted in a specific time period and location, and the results may not be generalizable to other healthcare facilities. Additionally, the study only focused on the internal and external factors that influence the performance of drug management officers, and did not consider other factors that may also impact performance.

Future Research Directions

Future research should focus on investigating the impact of other factors on the performance of drug management officers, such as the role of technology in improving drug management, the impact of policy changes on drug management, and the effect of collaboration between healthcare facilities on drug management.
